Job Summary

Reporting to the Director, Global Engagement, the Associate Director, Global Mobility Programs is a member of the Vice Provost, Global Engagement leadership team and the senior leader in the International Programs Office (IPO), a unit within the Vice Provost Global Engagement portfolio that develops and implements international mobility programming for undergraduate students. The incumbent has responsibility for the effective management of team members, programs and services within the office and for developing and implementing strategies, partnerships programs and policies to enhance a university-wide approach to undergraduate student mobility for exchange, study abroad, short term and summer programs.




Working in collaboration with the leadership team, the incumbent frequently interacts with senior level internal and external stakeholders and provides superior project management skills to implement high priority projects, including leading cross-unit teams. With the senior leadership team, the Associate Director will play a key role in implementing a university-wide approach to, and expanded vision for, undergraduate student international mobility. This position provides expert advice to support university-wide decision making and business development related to global engagement, mobility programming, funding, and network opportunities, as they relate to the portfolio.




The Associate Director, Global Mobility Programs is a high visibility role that liaises with senior administrators and external stakeholders regarding all matters related to student mobility and international programs and acts as an advisor to facilitate decision making at an executive level. Due to the requirements of the role, flexibility and adaptability to travel internationally may be required.

KEY RESPONSIBILITIES:

- Lead the research, development, implementation, and management of programs and strategic priorities within the International Programs Office as well as daily operations.


- Apply expert knowledge of international education to advise the Vice-Provost, Global Engagement leadership team on and to implement new programs, institutional initiatives, external funding opportunities, administrative structures and processes that will advance Queen's global mobility programs.


- Develop, implement and enhance a university-wide approach to undergraduate student mobility, working closely with senior leadership team and campus stakeholders.


- Lead the business development for new partnership programs for student mobility including partner identification and relationship management, program design, implementation and evaluation in collaboration with senior leadership, partnerships team and campus stakeholders. This includes development and execution of new study abroad programs, enhancement of existing programs, and development of short-term faculty-led programs at the undergraduate and graduate level.


- Lead the promotion of international opportunities in line with the university's goals for global mobility opportunities for both incoming and outgoing students that align with their academic and professional goals.


- With partnerships team, lead mobility scholarship opportunities and programs, designing and submitting proposals, liaising with key funding stakeholders, administering budgets, and coordinating with relevant units across campus to implement the funded initiatives.


- Work with Faculties and partner universities to ensure exchange program and study abroad credits are integrated smoothly into degree plans and oversee the review and approval processes for credit transfer from host institutions.


- Develop and implement policies and procedures that support high quality international experiences for students and that promote inclusive education.


- Work collaboratively with the senior leadership team on the implementation of and ongoing execution of high priority, institutional and multi-institutional strategic initiatives managing and executing projects, setting clear timelines and expectations for project goals and outcomes.


- Conduct research, surveys and analysis, synthesizing and interpreting data related to international mobility programs for senior leadership to inform recommendations.


- Work with international consortia and networks to ensure maximum benefit to the university from their programs and services.


- Contribute to the annual budget submission process and monitor financial oversight of the International Programs Office.


- Represent the university at international events and activities as required.


- Promote a culture that supports diversity, equity and inclusion in the workplace and acknowledge diverse ideas and the interests of all stakeholders when making decisions.


- Plan, prioritize and manage the work of employees, providing strategic and tactical advice, guidance and coaching. Identify the need for staff resources, participate on staffing committees, and make effective recommendations regarding employee selection.


- Manage performance by establishing performance standards, reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.


- Assess staff training and development needs and ensure that employees receive training required to improve and sustain successful performance.


- Investigate, address and resolve employee/labour relations issues, including disciplinary matters.


- Make decisions or effective recommendations on matters involving possible discipline, discharge and probationary termination.


- Complete other duties in support of the unit as required.

REQUIRED QUALIFICATIONS:

- University degree in a relevant field. Graduate degree preferred.


- Minimum of five years of demonstrated experience in student international mobility programming or student services at a management or senior contributor level in a post-secondary institution.


- Minimum of five years of progressive administrative and project management experience.


- High level of knowledge of the global higher education environment, as well as international education engagement.


- Demonstrated experience in business development, strategic planning, data acquisition and analysis, and report writing.


- Excellent relationship building skills.


- Advanced Microsoft Office skills, specifically Excel and PowerPoint.


- Broad knowledge of university administrative processes, systems and regulations is considered an asset.


- Consideration will be given to an equivalent combination of education and experience.


- Valid Passport required.

DECISION MAKING:

- Provide advice, support and guidance on a wide variety of complex matters related to the office and its portfolio.


- Provide recommendations and strategies based on knowledge and analysis of trends in global engagement in post-secondary institutions.


- Develop a range of solutions for global engagement and evaluate options.


- Identify opportunities for improvement and provide recommendations for changes, including the introduction of new policies, procedures, and processes and reporting mechanisms, to best address the needs of multiple senior administrative offices.


- Determine appropriate strategies for conducting research and gathering background information.
