The role of the Public Works Assistant Manager is to assist the Public Works Manager in coordinating and managing the Public Works department in the repair and maintenance of municipal infrastructure, including but not limited to the areas of roadways, sidewalks, parks, cemetery and sewer/storm systems. The position is responsible for overseeing the maintenance and care of green spaces, parks, playgrounds, outdoor rinks and trails.
The position orchestrates day-to-day activities of the Public Works and Parks staff while ensuring the health and safety of staff, efficiency of operations and responsiveness are upheld. The position coordinates efforts closely and collaboratively with the Community Services and Recreation departments to maximize value in outdoor programming. The position enforces the Town's policies, procedures and directives in operations while providing support to the Public Works Manager in budgeting, capital projects, and policy development. The position further serves to periodically step into the Public Works Manager's role during absences.
The Public Works Manager is to lead by example by adhering to and enforcing all responsibilities as outlined in the current Towns' Policy and Procedures.
This position is an advocate for safety and directs the team as a proactive safety leader. The Manager ensures that all Health & Safety policies, work procedures, rules and relevant directives are followed by all staff and safety is top of mind in all operations.
The Public Works Manager is responsible for the leadership and coordination of all public works and parks staff.
Duties
Works with the Public Works Manager to provide leadership, supervision, and direction to the entire public works department.
Responsible for collaborating with other Town departments on programs and services.
In tandem with the Public Works Manager, use performance management techniques along with the annual performance review processes to provide leadership, direction and guidance to operations field staff.
Allocates staff and resources required to carry out maintenance and repair of Town infrastructure and green spaces.
In tandem with the Public Works Manager, implements and enforces policy, administrative policy, procedures, safe work procedures and industry best practices for Public Works and Parks operations.
Supports the Public Works Manager in preparing and delivering project reports, presentations, briefing notes and summaries as required by Council, agencies, groups or organizations.
Utilizes asset management software to capture and effectively manage data for fleet, operations, job and project costing.
Delivers consistent timeliness, responsiveness and service delivery standards to Public Works maintenance activities.
Responsible for recruiting, directing and performance managing suppliers, vendors and contractors as required to meet service delivery expectations.
Produces and maintains accurate records pertinent to operations which includes but not limited safety enforcements and liabilities.
Supports the Public Works Manager in managing fleet operations including assigning repairs, maintenance, asset replacement and equipment purchasing.
Provides exemplary customer service to members of the public, Council, vendors, and other Town departments.
Provides support to the Public Works Manager in preparing tenders, purchasing evaluations, and purchasing contracts for Public Works goods and services as required.
Supports the Public Works Manager in monitoring, managing and progress reporting capital projects.
Ensure all employees in the department comply with all applicable regulatory, legislative requirements, including safety legislative regulations.
Provides support to the Public Works Manager in overseeing and vetting budget expenditures for the department.
Seek out and process operational efficiencies that are innovative and advantageous to the organization and employees.
Sets the example of a safety-first culture by demonstrating a positive and safe work environment. Work with the safety department on enhancing and implementing a department specific safety program.
Responsible for administering and remitting all safety documents. Ensuring they are completed, read, approved, and forwarded to safety in a timely and accurate manner.
Responsible for ensuring the Public Works team receives and participates in training and development programs. This includes coordinating and/or scheduling of required training. Including ensuring work specific competencies, mentorship and development programs, and safety.
Responsible for assessing and recommending staffing requirements to the Public Works Manager to achieve the department's service delivery requirements.
Works with the Public Works Manager and takes responsibility for managing the Public Works department employees in accordance with policies, procedures and the collective agreement.
Oversees the management of the Cemetery service requests and ensures records are accurately maintained in a timely manner.
Review and approve timesheets (including overtime assignments), accounts receivables, and all invoicing related to the department and all capital and operating projects.
Support the Public Works Manager in advising leadership and Town Council on departmental items. This can include attending and/or presenting at executive committee and/or Council meetings as required.

Skills
Post secondary education in a related field and or combination of relevant experience will be considered.
Knowledge of regulations and legislation including collective agreements; Federal, Provincial and Municipal environmental legislation.
Intermediate Computer Skills is an asset.
Experience with a work order and/or asset management system would also be an asset.
Knowledge of GPS and map interpretation.
Profound knowledge of heavy equipment, machinery and small engine equipment.
Demonstrated strong organizational, time management, coordinating and prioritization skills, with the ability to handle many tasks concurrently.
Demonstrated superior attention to detail.
Alberta Pesticide Applicator Certificate or willingness to obtain
Canadian Playground Inspector Certificate or willingness to obtain.
Experience related to Public Works' operations including health and safety, signs, emergency response and grounds maintenance.
Ability to solve operational issues, set priorities and organize a diverse and heavy workload.
Ability to establish and maintain effective and harmonious working relationships with others.
Ability to facilitate and conduct highly effective meetings and make effective presentations.
High personal motivation, self- management, and detail-orientation; ability to take responsibility in meeting deadlines and making progress without direct supervision.

A minimum 3 years experience in Municipal or Management Operations
A minimum 1 years experience managing employees within a unionized environment
Certified Public Works Supervisor Level I - or willingness to work towards.
