Nature of the work




According to the mandate defined by the General Directorate and under the responsibility of the Director of Financial Resources, the position of Assistant Director of Financial Resources Services encompasses all functions required for the coordination, supervision, evaluation, research, and development of one or more programs and activities related to the financial resource management of the school board.


The position primarily involves overseeing one or more programs and activities related to budget management, financial systems management, preparation and standardization of financial statements, accounting, cash management, and supervision of internal financial controls.


The role also includes providing advisory services and functional expertise to school board managers to promote optimal financial resource management.

Characteristic functions




1. Strategic Leadership and Team Management

Provide mobilizing leadership focused on creating a positive climate, communicating an engaging vision of organizational goals, and valuing staff contributions through stimulating objectives and regular follow-ups. Assume hierarchical responsibility for staff, including daily support, structured supervision, expert advice, and performance evaluation. Take charge of service management when required, ensuring operational continuity. Represent the school board or administrative unit on matters related to the sector, when requested.

2. Financial and Budgetary Management

Participate in developing policies, programs, and administrative procedures related to the school board's financial management. Contribute to setting service objectives and the annual action plan, aligned with CQSB's strategic directions. Lead and supervise financial activities, including: Preparing budget forecasts and the budget (notably for the Naskapi School file), Developing and monitoring systems, methods, and procedures for budgetary and financial control, Budget control of administrative units and monitoring financial status during the fiscal year, Managing accounts payable and receivable, Producing financial statements and supporting external audits, Inter-system reconciliation, banking and tax operations, Internal controls, standards enforcement, and maintenance of accounting information systems.

3. Human and Organizational Resource Development

Anticipate human resource development needs in relation to organizational changes and strategic directions, supported by personalized coaching and team supervision. Collaborate in staffing planning and budget allocation. Review and streamline administrative practices to optimize resource management. Actively participate in CQSB's operational management committee.

4. Support to Establishments and Management Tools

Lead the development of accounting and financial systems tailored to the realities of our educational and administrative environments. Coordinate the implementation and improvement of financial management tools based on the needs of establishments and administrative units. Support managers of establishments and administrative units as needed. Participate in developing mechanisms for decentralized financial management.

Selon le mandat defini par la direction generale et sous la responsabilite de la directrice des ressources financieres, l'emploi de directeur adjoint/ directrice adjointe des services des ressources financieres comporte l'ensemble des fonctions requises pour la coordination, la supervision, l'evaluation, la recherche et le developpement d'un ou plusieurs programmes et activites relies a la gestion des ressources financieres de la commission scolaire.


L'emploi comporte principalement la responsabilite de la direction d'un ou plusieurs programmes et activites relatifs a la gestion budgetaire, a la gestion des systemes financiers, a la preparation et a la normalisation des etats financiers, a la comptabilite, a la gestion de la tresorerie et a la supervision des controles internes a incidence financiere.


L'emploi consiste a assumer, a l'interieur de son champ de competence, un role de services conseils et d'expertise fonctionnelle aupres des gestionnaires de la commission scolaire pour favoriser la gestion optimale des ressources financieres.

Attributions caracteristiques




1. Leadership strategique et gestion d'equipe

Exercer une gestion mobilisatrice axee sur la creation d'un climat favorable, la communication d'une vision engageante des objectifs institutionnels, et la valorisation de la contribution du personnel par des objectifs stimulants et des suivis reguliers. Assumer une responsabilite hierarchique aupres du personnel, incluant le soutien quotidien, l'encadrement structure, le conseil expert et l'evaluation du rendement. Prendre en charge de la direction du service lorsque requis, assurant la continuite des operations. Representer la commission scolaire ou de l'unite administrative sur les questions relatives a son secteur, lorsque demandee.

2. Gestion financiere et budgetaire

Participer a l'elaboration des politiques, programmes et procedes administratifs lies a la gestion financiere de la commission scolaire. Participer a l'elaboration des objectifs du service et du plan d'action annuel, en coherence avec les orientations strategiques de la CSCQ. Diriger et superviser les activites financieres, incluant : la preparation des projections budgetaires et du budget (notamment pour le dossier de l'ecole Naskapi), le developpement et le suivi des systemes, methodes et procedures de controle budgetaire et financier, le controle budgetaire des unites administratives et le suivi de la situation financiere en cours d'exercice, la gestion courante des comptes a payer et a recevoir, la production des etats financiers et le soutien a l'audit externe, la conciliation intersystemes, les operations bancaires et fiscales, le controle interne, l'application des normes et la tenue des systemes d'information comptable.

3. Developpement des ressources humaines et organisationnelles

Anticiper les besoins en developpement des ressources humaines en lien avec les changements organisationnels et les orientations strategiques, comblee par du coaching personnalise et un encadrement d'equipe. Collaborer a l'elaboration du plan d'effectifs et a la repartition budgetaire. Reviser et rationaliser les pratiques administratives pour optimiser la gestion des ressources du secteur. Participer activement au comite de gestion operationnelle de la CSCQ.

4. Soutien aux etablissements et outils de gestion

Diriger le developpement de systemes comptables et financiers adaptes aux realites de nos milieux educatifs et administratifs. Coordonner la mise en place et l'amelioration des outils de gestion financiere selon les besoins des etablissements et des unites administratives. Soutenir les gestionnaires des etablissements et des unites administratives, selon les besoins. Participer a l'elaboration de mecanismes de decentralisation de la gestion financiere.
