Asset Manager

Job Description

The Town of Placentia is seeking a highly motivated Asset Manager to oversee the management and maintenance of the municipality's physical assets. This includes planning, implementing, and overseeing strategies for asset preservation, performance, and optimization. The Asset Manager will ensure that the Town's infrastructure is efficiently maintained and complies with applicable standards and regulations, maximizing the lifecycle of public assets while adhering to budgetary guidelines.

Key Responsibilities



Asset Management Strategy

: Develop, implement, and maintain an asset management plan for the Town of Placentia. This includes long-term planning for capital investments, asset preservation, and ensuring optimal utilization of infrastructure.

Inventory Management

: Maintain an up-to-date inventory of all municipal assets (including roads, buildings, water and sewer systems, parks, and other infrastructure), ensuring accurate records and timely reporting.

Condition Assessments & Lifecycle Management

: Regularly evaluate the condition of Town assets, conduct risk assessments, and establish priorities for maintenance, rehabilitation, or replacement based on asset condition, usage, and criticality to operations.

Budgeting & Financial Management

: Assist in the development and management of operating and capital budgets for asset-related projects. Ensure cost-effective asset management practices and work within established financial parameters.

Asset Performance Monitoring

: Implement systems to track asset performance, including monitoring performance metrics, conducting inspections, and ensuring the effective use of Town resources to support operational goals.

Regulatory Compliance & Reporting

: Ensure that asset management practices comply with applicable regulations, industry standards, and best practices. Prepare and submit regular reports to the CAO and Finance Committee.

Collaboration with Departments

: Work closely with other departments to integrate asset management strategies into broader organizational goals, ensuring seamless operation and maintenance of municipal infrastructure.

Continuous Improvement

: Stay informed on developments in asset management and related technologies. Recommend improvements to the Town's asset management processes and systems to enhance efficiency and effectiveness.

Risk Management

: Identify and manage risks related to municipal assets, including potential failures, safety concerns, and regulatory issues, ensuring that appropriate mitigation measures are in place.

Geographic Information System (GIS)

: Develop and maintain a comprehensive Geographic Information System (GIS) map of the community and its infrastructure, ensuring accurate, up-to-date spatial data to support planning, decision-making, and public services.

Qualifications



Education

:

Post Secondary Education in Civil Engineering, Mechanical Engineering, Construction Management, Urban Planning, or a related field.

Certification or training in asset management (e.g., Asset Management Professional certification or equivalent) is highly preferred.

Experience

:

Experience in municipal asset management, including knowledge of industry standards, asset management systems, and best practices.

Professional and/or work term experience in GIS mapping, spatial data management, or related fields.

Professional and/or work term experience in the management and/or construction of buildings and civil infrastructure.

Technical Skills:



Proficiency in asset management software and geographic information systems (GIS) tools.

Strong understanding of municipal infrastructure, including roads, water systems, sewer systems, parks, and buildings.

Solid knowledge of construction, maintenance, and rehabilitation techniques for public infrastructure.

Analytical Skills

:

Strong analytical, problem-solving, and decision-making abilities, particularly in assessing asset conditions and developing effective strategies for maintenance and replacement.

Communication Skills

:

Excellent verbal and written communication skills, with the ability to prepare reports, deliver presentations, and communicate complex technical information to both technical and non-technical stakeholders.

Project Management

:

Strong project management skills, with experience overseeing and coordinating large-scale infrastructure projects, including budget management, timeline adherence, and quality control.

Leadership

:

Proven ability to lead a team, supervise staff, and collaborate effectively with other municipal departments and external partners.

Knowledge:



Knowledge of municipal regulations, industry standards, and health and safety protocols related to public infrastructure management and procurement.

Assets



Experience working with Municipal Government. Knowledge of relevant asset management software. Certifications in Program Management. Experience with budgeting, procurement, and compliance procedures.
