TCDSB Capital Development works with students and families, teachers and staff, consultants and contractors to provide safe, sustainable and supportive environments for learning. The team is responsible for managing the design and construction of all new schools, building additions, childcare centres and outdoor learning spaces. We work to create responsive learning environments that engage and care for students and provide opportunities that inspire curiosity, reflection, collaboration, lifelong learning and leadership.
Many of our staff are licensed members of the Ontario Association of Architects and support the OAA\xe2\x80\x99s role in promoting public appreciation of architecture and the allied arts and sciences, by promoting and improving public institutional architecture through the design of our schools. Currently our Capital Program consists of hundreds of millions of dollars of new Capital construction, with designs by some of Canada\xe2\x80\x99s most renowned architects.

CRITERIA FOR AN INTERVIEW ARE AS FOLLOWS:
Minimum of (3) three -year college diploma in architectural, engineering, building technology, or an equivalent combination of education and experience
Minimum of two (2) years of progressive experience in construction administration and/or project management in an architectural, engineering consulting or construction firm or institutional organization
Membership in the appropriate professional association would be an asset
Knowledge of relevant government regulation and codes including the Ontario Building Code and the Ontario Construction Act
Knowledge of the Municipal Planning and Development Process
Thorough understanding of a new building Project from inception, through design and construction, to close-out
Thorough knowledge of consultant and construction contracts and procurement procedures
Excellent knowledge of construction contract administration procedures including tendering policies and procedures, change order management, invoicing and prompt payment, financial reporting and tracking
Ability to work independently, self-directed and as part of a team
Excellent written, verbal communication and organizational skills
Strong analytical, negotiation and problem-solving skills
Proficiency with a range of current software programs and applications including MS Project and other business programs
Ability to work with multi-disciplinary groups including school communities or other groups, school administrators, senior staff, consultants and others in project/program delivery
Availability to work outside core office hours, as required
MAJOR DUTIES AND RESPONSIBILITIES:
Reporting to and under the direction of the Sr. Manager of Project Resources, this position is responsible for the timely delivery of multiple capital projects / programs and other department initiatives. Duties and responsibilities include but are not limited to the following:
Act as the Board representative on capital building projects; provide ongoing communication, coordinate and attend project management meetings with the users, project managers, consultants and authorities having jurisdiction, contractors and others that may be required to assist in the project delivery
Perform administrative duties related to Capital Development or School Renewal Projects including: prepare reports and studies; assess, monitor and manage project schedules; utilize internal management programs for the tracking and monitoring of project budget and payments; respond to requests for information internally and externally
Provide ongoing communications with all levels of the Board including school communities and administrators, senior staff, and other stakeholders
Develop and prepare detailed work scopes for external consultants and prepare and participate in evaluating prequalification submissions
Track and monitor project status including financial status and schedule
Review and provide direction on the development of contract documentation
Provide support in the development and updating of the TCDSB\xe2\x80\x99s school design and building component standards
Other duties as assigned or required
NOTE: This position requires travelling to TCDSB sites on a regular basis. The incumbent must have access to a vehicle and a valid Ontario driver\xe2\x80\x99s license (eligibility for mileage reimbursement). Requires wearing of appropriate and current safety equipment (safety shoes, hard hat) for TCDSB construction sites.
The position may require call-out beyond regular workday/week schedule due to emergencies, or necessity to participate in a rotating call-out schedule.
