Reporting to the Director of Business Solutions within the Open City and Technology (OCT) Branch, the Application Program Manager is responsible for leading a team of professionals in the effective day-to-day operations of their assigned application and technology portfolio. The position is responsible for preparing and actively managing their area of the budget, technical application roadmaps, and strategic goals of the area. The position ensures that projects and operational work provide optimum technological solutions and that applications meet business needs, support strategic City directions, and deliver cost-effective and sustainable IT services. The Application Program Manager develops and maintains good business working relationships in order to provide high quality IT services and will be integral to map the demand for operational IT direction and support
What will you do?
Plan, coordinate, supervise and direct all activities of your business unit and manage a portfolio of programs to deliver projects on budget and within scope
Champion innovation, creativity and best practices, you will also coach, mentor and develop a team of IT professionals
Focus on the team by building a respectful workplace culture through a values-based influencer approach and working collaboratively
Align the team's resources to maximize skills and internal assets to support projects and meet client expectations
Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement
Work with lines of business across the City of Edmonton, with a customer service focus in driving efficient, cost effective solutions recognizing technology as a one of many tools for success
Build new and innovative collaborative partnerships with external agencies, orders of government, community organizations, and internal departments and branches
Review, assess, and mature the technology roadmap as it pertains to OCT's strategic direction, keeping with goals and objectives of business partners
Qualifications
:Education in Computer Science, Computer Engineering or other related disciplines
Experience leading a medium to large IT team, in a complex organization
Experience with a broad range of hands-on technology across an enterprise landscape (i.e. server, database, network, storage, backup & recovery, performance, automation, and notification)
Strong knowledge of application development, application stack, DevOps and Agile methodologies, application modernization, integration, and maturity
Excellent understanding between critical and non-critical applications, and apply enterprise change, incident, and problem management skills within teams that support highly critical business applications
Experience managing and working with consultants and system vendors
Combinations of education and experience will be considered
Assets:
Experience and/or certification with Computer Aided Dispatch systems, including (but not limited to) Hexagon i/Cad and OnCall systems
ITIL certification and/or training
Working with contractors and vendors around Computer Aided Dispatch application solutions, integration and application modernization

Conditions of Employment and Work Environment:
1 permanent, full-time position
Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
Salary: (Annually) $120,328.53 - $150,408.62
