Halifax Regional Municipality is inviting applications for one temporary, full-time position up to 12 months for an Application Administrator in Information Technology.

Reporting to the Team Lead, Business Applications, the Application Administrator provides a broad range of technical services in support of HRM's key operational applications. These services include planning, design, configuration, implementation, maintenance, security, enhancements, and upgrades to HRM's business applications. These services may be performed independently or within a team or project structure. All work is conducted following established methodologies and change/release management procedures, at all times respecting the confidential nature of the work.

QUALIFICATIONS:



Education and Experience:

Post secondary degree in Computer Science, OR post secondary degree in a related field and minimum 1 year of formal software development. Minimum 5 years' experience in the Information Technology field. 3 years hands-on experience in application administration and operational systems support (day to day operations including analysis, configuration, troubleshooting, debugging, patching). Experience with software implementation on a core or extended team. Presentation and training experience. Previous hands-on technical support experience with various business application software is highly desirable. Experience with software development is considered an asset. Strong customer service and communication skills are preferred Travel within the municipality to meet with business unit staff is expected. Access to a personal vehicle and a valid NS driver's license is required.

Technical / Job Specific Knowledge and Abilities:

A working knowledge of databases and SQL.
+ Familiarity with data mapping and data quality assurance practices
+ Experience in one or more programming languages (e.g., Python, Java, C#, or similar).
+ Ability to perform data analysis with an elevated focus on data quality and accuracy.
+ Business orientation, including broad experience in service delivery and support in a multi departmental business environment and/or the public sector.
+ Demonstrated ability to organize and manage information systems in a government environment or similar work situation.
+ Proven ability to quickly learn new software applications.
+ Understanding of the Software Development Life Cycle, IT Infrastructure Library (ITIL), Change Management, Release Management, and software development concepts.
+ Experience in understanding customer needs, defining business requirements, identifying risks, and determining options.
+ Experience with business analysis methods such as process and data mapping.
+ Able to work under pressure and to meet project deadlines.
+ Strong interpersonal and communication skills (written and verbal).
+ Excellent organizational and time management skills.
+ Consensus building and conflict resolution skills.
+ Strong analytical and troubleshooting skills.
+ Strong sense of teamwork and ability to work with both technical and non-technical staff.
+ Demonstrated ability to work under pressure and maintain high degree of professional work performance.
+ Proven ability to foster and manage strong working relationships with a broad and varied group of clients, stakeholders, vendors, and partners.

Security Clearance Requirements

: Applicants are required to complete an employment security screening check with HRP.

WORK STATUS:

One (1) termporary, full time position, up to 12 months.



HOURS OF WORK

: Monday to Friday, 8:30am-4:30pm; 35 hours per week. Work outside of regular office hours (including weekends) will occasionally be required.



SALARY

: IS Level 6; $52.89 per hour, as per the NSGEU 222 collective agreement
