JOB TITLE

Animal Control Bylaw Enforcement - Comox Valley Regional District (CVRD)

WAGE: $ 18.50 per hour

SCHEDULE

Off setting weeks - One week on (Mon \xe2\x80\x93 Mon) followed by One week off. Hours are from 08:00 \xe2\x80\x93 16:00. NOTE: Shift hours may flex as required to meet job requirements. For example, a complainant, victim, or dog owner\xe2\x80\x99s availability, for an interview falls outside the regular work schedule.

DUTY WEEK

3 days per week - 8 hour patrol day (At least one day per month must be on a Saturday)

1 day per week - 4 hour Administration day

3 days per week (on Call \xe2\x80\x932 hours \xe2\x80\x9con call pay\xe2\x80\x9d if not called out) (Hourly pay for hours worked when called out)

Job Requirements

  • Obtain, or be willing to obtain (at Corps expense), at minimum, Level 1 of the Bylaw Enforcement and Investigative skills certificate, provided by the Justice Institute of BC or equivalent;
  • Be trained, or willing to be trained to deal with the public on animal control-related matters;
  • Carry out a minimum of four full patrols of the entire service area including CVRD parks in each calendar week;
  • Be in possession of a valid Class 5 BC Drivers licence with good driving record;
  • Be in good physical shape;
  • Catch and impound dogs that are found to be at large within the service area or without a valid and current dog licence;
  • Ensure the staff proactively sell dog licences, while on patrol and while attending animal control complaints. Sell dog licences at convenient public locations including veterinary clinics, pet stores and other retail outlets and include an educational program dealing with responsible dog ownership;
  • Establish and maintain good working relationships with the CVRD, RCMP and SPCA, pet stores, veterinary clinics and animal control officers from surrounding areas;
  • Wear uniform identifying themselves as animal control officers and drive a vehicle identified as an animal-control vehicle at all times when performing their duties;
  • While on duty, or on call, maintain and be in possession of the issued mobile phone at which the animal control officer can be reached and be available at all times concerning complaints with respect to animal control, and respond to such complaints;
  • Dog control complaints received during office hours are to be acknowledged to the complainant within one hour. Dog control complaints received by the contractor after business hours will be acknowledged to the complainant before 10:00am the next business day, unless the call falls within the parameters of an emergency call;
  • Emergency dog control complaints received by the Contractor, regardless of time or day, will be acknowledged to the complainant immediately and shall be investigated as soon as possible until the situation is resolved and/or secured prior to leaving the scene;
  • Investigate circumstances of all dog control complaints and interpret applicable laws, regulations and policies that affect the investigation;
  • Draft and issue all correspondence necessary to resolve complaints received. With any high profile and/or controversial investigation, the CVRD Manager of Bylaw Compliance should be immediately notified and consulted;
  • Issue and serve notices of offence and/or MTI tickets and represent the CVRD with court services with respect to the laying of charges;
  • Assemble and secure any evidence during an investigation and prepare court documentation when necessary to represent the CVRD in court and/or before the board;
  • Submit all fees collected on behalf of the CVRD on a monthly basis;
  • Provide written activity reports to the CVRD on a monthly basis stating the following particulars since the date of the previous report:
  • Details of licences sold;
  • Number and type of complaints received
  • List of patrols and their locations undertaken each week;
  • Number of dogs caught and impounded, owner\xe2\x80\x99s information, length of stay, physical location dog was picked up at and the reason for impoundment, as well as other domestic animals;
  • Number of type of MTIs issued, including warning tickets
  • Other information as the CVRD may reasonably request from time to time.

  • Not make any public comments that denigrate, disparage, or are disrespectful of the CVRD, employees, and elected officials, and refrain from making negative comments about the credibility of the CVRD, employees and elected officials;
  • Conduct themselves in a friendly, courteous and professional manner when dealing with the public;
  • Refrain from engaging any other practice that could unfavorably reflect upon the CVRD as identified solely by the CVRD;
  • Keep and use all confidential information disclosed in strict confidence and will not, without CVRD\xe2\x80\x99s prior written consent, disclose any Confidential Information or recollections thereof to any person;
  • Not use, copy, duplicate, reproduce, translate or adapt, either directly or indirectly, any Confidential Information for any purpose other than provided the Services, without CVRDs prior written consent. All copies, duplicates, reproductions, translations or adaptations of the Confidential Information shall be clearly labeled as confidential.
  • Prevent material in their possession or control that contains or refers to Confidential Information from being discovered, used or copied by third parties and shall protect and safeguard Confidential Information from all loss, theft or destruction.
