Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.

Position Summary:

Under the direction of the Manager, Financial Planning and Analysis (FP&A), the Financial Analyst is responsible for providing financial insights, analysis, and reporting to support strategic decision-making. Working closely with the Manager FP&A, this role plays a key part in budgeting, forecasting, variance analysis, and preparation of management reporting. The analyst will also partner with business leaders to provide financial guidance, evaluate performance, and identify opportunities for improvement

Primary Duties:

Financial Planning & Forecasting

Assist in the preparation of annual budgets, quarterly forecasts, and multi-year financial plans. Support scenario planning and sensitivity analyses to evaluate business strategies.

Management Reporting & Analysis

Prepare monthly and quarterly financial reporting packages for senior management. Conduct variance analysis of actuals vs. budget/forecast, identifying trends, risks, and opportunities. Provide actionable insights and recommendations to support business decisions.

Business Partnership

Collaborate with cross-functional teams (operations, HR, IT, etc.) to understand drivers of financial performance. Provide financial support and analysis for strategic initiatives, projects, and investment decisions.

Process Improvement & Tools

Support enhancements to financial models, reporting processes, and FP&A systems. Assist in implementing best practices to improve accuracy, efficiency, and transparency of financial reporting.

Ad-hoc Analysis

Deliver timely analysis and presentations to support leadership requests, Board reporting, and special projects. Other duties as assigned.

Required Education and Experience:

Bachelor's degree in Business, Finance, Accounting, or related field required Professional certification (e.g., CPA, CMA) (preferred but not required) Minimum of 3 years' of progressive financial analysis and reporting experience, or related roles. Proficiency in financial software and ERP systems (e.g., Workday). Experience with ERP/BI tools (e.g., Workday Adaptive, Power BI, Tableau) is an asset. Experience in information technology is an asset. A combination of education and experience may be considered.

Excellent time-management and organizational skills with great attention to detail Quick learner and adaptable to an ever-changing environment Strong understanding of financial modeling, budgeting, and forecasting techniques. Excellent analytical, problem-solving, and communication skills. Ability to work independently, manage multiple priorities, and meet tight deadlines. Advanced Excel and financial modeling skills.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is

$61,800 - $92,800

annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
