Responsibilities

PRIMARY PURPOSE
Supports Treasury and the Investment Plan in the development and implementation of borrowing strategies and debt management program while maintaining liquidity for both short- and long-term cash flow requirements. Develops short- and long-range debt service, interest expense, and investment revenue budgets, forecasts and projections. Supports the Investment Plan through financial modelling, analysis, forecasting and reporting.
KEY ACCOUNTABILITIES
Develops short- and long-term cash flow forecasts reports, maintains the 3-year monthly cash liquidity model and recommends commercial paper issuance requirements
Assists the Treasury Manager in developing the debt issuance strategy for approval by Finance and Audit Committee and Board of Directors. Assists in drafting reports such as the Liquidity and Borrowing Update, and creating recommendations for the Board of Directors. Assists Treasury Manager in the compiling and drafting monthly and quarterly reports for senior management and Finance and Audit Committee.
Maintains and monitors existing long-term borrowing, forecast budget and long-range borrowing needs
Maintains, monitors and assesses liquidity optimization and reviews and reports on debt capacity, financing mix, and long-term borrowing requirements. Maintains bond syndicate scorecard and participates in bond syndicate reviews.
Supports development, recommendation and implementation of investment strategies for TransLink's investment portfolios by looking at cash balances, future cash needs and considering investment options to maximize returns within the parameters of TransLink's investment policy
Prepares materials for annual budgets for debt and investment interest, tracks and forecasts assigned contract specific inflation rates and impact on payments, and general inflation for the annual budget and the Investment Plan
Contributes to reporting on TransLink's debt and investment portfolios. Prepares and maintains monthly financial reports to the Treasury Manager and the Finance Executive team. Prepares year-end working papers, financial statements and accompanying notes for short-term and long-term liabilities, investments and various cash accounts.
Maintains and updates assumptions and schedules required for the Investment Plan financial model and leads year-end rollover process for financial model
Provides cash flow and liquidity affordability of the investment plan
Supports divisional modeling needs for assigned groups and recommends improvements to modelling and supports Transportation Planning and Policy division work on expansion scope
Assists IP Manager in analysis and presentations for senior leaders, the board, the province, and Mayors Council.
Qualifications

EDUCATION AND EXPERIENCE
The competencies for this position would typically be acquired through completion of an undergraduate degree in business, commerce, economics or related discipline along with a Professional Accountant designation (CPA), combined with 5 years progressive experience in accounting, treasury, and financial forecasting in a large complex organization.
OTHER REQUIREMENTS
Intermediate to advanced analytical and financial modeling skills using Excel and other modeling tools (Longview, etc.)
Intermediate to advanced short- and long-term financial forecasting skills
Working knowledge of financial markets, and an understanding of economics and the effects on interest rate markets with good working knowledge of capital markets and/or credit analysis
Working knowledge of Public Sector Accounting Board (PSAB) accounting standards and preferably general understanding of TransLink's governance legislation, including the liquidity and borrowing requirements under the South Coast British Columbia Transportation Authority Act
Strong written and verbal communication skills as well as interpersonal skills
Solid time management skills with ability to multitask during tight project deadlines
Another relevant designation, such as CFA or CTP, is an asset

Rate of Pay

The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
