Recruitment range: $70,137- $77,330 starting salary determined by the PEA

Performance range: starting salary to max of $91,214 is available through annual performance increases.

Job Summary

The ACET Project Finance Officer (PFO) provides accounting, reporting and project support services to the ACET program at the University of Victoria funded by the Canada First Research Excellence Fund (CFREF), as well as initiatives funded through the Canada Research Chairs Program (CRC), the British Columbia Knowledge Development Fund (BCKDF), the LeadingEdge Endowment Fund (LEEF), and the Pacific Economic Development Canada (PacifiCan).

Reporting to the Manager Institutional Programs, the position supports a team of Project Officers. This position\'s primary responsibilities are to administer and track expenditures for ACET related projects and support the preparation of financial reports to the funding agencies. This position requires a high level of skill, knowledge, and decision-making ability due to the complexity of projects. The ACET Project Finance Officer responds to enquiries and provides client support to staff, faculty, departments, and institutions.

Key accountabilities for this role include:
  • Develop, implement, and monitor financial processes and procedures used to support individual projects and a portfolio of projects. Key processes include tracking project expenditures; valuation of in-kind contributions; and preparing reports.
  • Administering approval processes for project purchases, including by partner institutions.
  • Tracking project expenditures and reconciling project accounts.
  • Performing accounting functions including creation of purchase requisitions, journal entries, and appointment forms.
  • Reviewing, analyzing, reconciling, investigating, and correcting errors in complex financial systems including reviewing and preparing journal vouchers, salary transfers and budget entries.
  • Participating in special projects.
  • Other duties of similar scope.
This position applies Public Sector Accounting Standards (PSAS) and other Generally Accepted Accounting Principles (GAAP) as applicable.

Job Requirements

This position requires an undergraduate degree and the pre-requisites towards an accounting designation (CPA) with an expectation that the designation will be completed within a reasonable time-frame (3-4 years) plus:
  • Three years of pre-designation, professional accounting experience and applied knowledge of generally accepted accounting principles with emphasis on knowledge of Public Sector Accounting Standards (PSAS).
  • Experience in a large, diverse and sophisticated accounting environment.
An equivalent combination of education and experience may be considered.

In addition this position requires:

  • Advanced computer proficiency
  • Excellent analytical, critical thinking and problem solving skills
  • Superior communication skills, both written and verbal
  • Ability to build and maintain productive working relationships with all stakeholders
Competency requirements include:

Assets or Preferences:
  • Experience in administration of research projects, including budget development and financial management.
  • Experience with accounting software, especially Banner and FAST.
  • Experience developing and delivering training programs.
