JOB SUMMARY

Are you a well versed Access and Privacy Professional looking for a challenging role? If so, we may have an opportunity for you! AGLC is looking for an experienced and dynamic individual to share their expertise with our Access and Privacy team.

Reporting to the Manager, Access & Privacy, the Access and Privacy Advisor supports AGLC\'s Access and Privacy program including coordinating requests for information, coordinating the provision of advice to internal stakeholders, and liaising with Government of Alberta officials in compliance with legislation. The incumbent will also be responsible for coordinating training and awareness of access and privacy for AGLC staff, maintaining Personal Information Banks (PIBS), appropriately handling privacy breaches, and conducting Privacy Impact Assessments (PIAs) and privacy compliance reviews (PCRs).

This position ensures that access to information requests are processed effectively and that information that can be routinely disclosed is identified, and that privacy protection measures are implemented.

Responsibilities

  • Understand and interpret the FOIPP Act, guidelines and practices in order to apply the exemptions and exceptions to disclosure and the legislated process when administering requests for access.
  • Coordinate access requests for access to records, including clarifying the access requests with applicants; consulting with third parties, departmental staff and legal counsel; applying the FOIPP Act; and making recommendations regarding disclosure.
  • Liaise with both Service Alberta and the Office of the Information and Privacy Commissioner (OIPC) and participate in the OIPC\'s formal investigation and review process.
  • Process requests and provide consultative services regarding disclosure of records in the custody and control of the AGLC.
  • Provide advice and guidance on the collection, use and disclosure of personal information. In cooperation with internal staff, work on internal privacy compliance reviews to determine if the privacy requirements (collection, use, disclosure, protection, retention and correction) under the FOIPP Act are being met.
  • Assess and analyze, in conjunction with departmental staff and client departments, alleged contraventions of privacy breaches, seriousness and likelihood of harm.
Undertaking Privacy Impact Assessments of new or significant amendments to existing systems and initiatives impacting the collection, use, disclosure, management and or security of personal information.
  • Develop, communicate and maintain policy and procedure guidelines and best practices.
  • Review acts, regulations, policies and procedures to identify privacy and security issues.
  • Maintaining Personal Information Banks (PIBS) in accordance with legislation.
  • Developing and maintaining an internal Access and Privacy SharePoint site for the benefit of AGLC staff.
  • Coordinating training for AGLC staff from broad web-based training to facilitating focused divisional or branch sessions in-line with the needs of the individual work units.
  • The incumbent will be expected to also gain insight into the work of the Strategic Policy unit to provide support as required by the Manager.
SKILLS/QUALIFICATIONS
  • University Degree in a business or social sciences-related field with a minimum of 4 years professional experience in an access and privacy environment.
  • Competion of the Information Access Certificate program is an asset.
  • In-depth knowledge and understanding of the FOIPP Act/Regulation, guidelines and practices and other resources.
  • Strong research, analytical and interpretive abilities in order to provide sound advice, interpretation and guidance.
  • Ability to analyze complex policy, procedural, system and legal issues, including problem solving skills and ability to provide possible outcomes or solutions.

  • Dependent on the position, the work arrangement may be Hybrid, Telecommuting, or working 5 days a week out of the office.
