The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.

Position Description

Purpose


The purpose of this job is facilitate the continuity of school based custodial staffing levels through the coordination and deployment of Facility Operations absence relief staff.



Accountability


This position is accountable for:

Developing strategies for absence relief utilization. The effective and timely deployment of absence relief employees to maintain custodial standards, public use rentals and to ensure that legislative requirements for boiler checks and employee hours of work are met. Coordinating, reporting and tracking facility operations employee absences e.g. illness, WCB claims. Providing support to facility operations leadership with regard to absence relief staff, modified return to work (MRTW), attendance management and other requirements.


Major responsibilities

Collaboratively plans the coordination and deployment of absence relief staff in year round and modified calendar schools as well as all other Calgary Board of Education facilities. Acts as the first point of contact for employees booking time on/off work for vacation, illness, accidents and other absences. Tracks and monitors staff booking of time on/off work. Provides reports on book-off activity and trends. Provides system wide reports, as requested, of time booked on/off and return to work statuses. Determines the priorities for the deployment of absence relief employees and coordinates the placement of absence relief employees. Notifies the Facility Operations Supervisor of staffing concerns within the Area. Assists the Facilities Team Leader and/or Facility Operations Supervisor to improvise absence relief coverage from within the Area. Coordinates, authorizes and schedules vacation times for absence relief employees. Coordinates summer coverage, spring and winter break boiler coverage in conjunction with Facility Operations Supervisors. Liaises with school and Area staff to provide information on the status of absence relief coordination. Responds to internal and external inquiries regarding department procedures, processes, mandate, vision and values. Manages and monitors staff absences by tracking each accident or illness end to end. Provides notification to Area Facility Team Leaders and Facility Operations Supervisors, CUPE and applicable CBE departments. Responsible for monitoring each of these employee absence incidents and initiating the appropriate action(s) per the collective agreement(s). Assists the Facility Operations Supervisor to coordinate MRTW arrangements by being the first contact for EHRC in MRTW considerations. Assists in the coordination of the placement of staff including determining hours of work and restricted duties. Prepares reports pertaining to absence relief. Reviews and recommends improved processes and procedures to improve the effectiveness and efficiency of the absence relief pool, (e.g. union book-off procedures to ensure department is reimbursed for staff away on CUPE business, develop better control of staff booking off and on, tracking lieu time for staff on CUPE business). Assists the Facilities Team Leaders and Facility Operations Supervisors to schedule orientations and meetings for Absence Relief staff as required. Provides expertise to others by participating in, and providing input to, internal and external committees as required. Facilitates the scheduling of extraordinary rental/lease activities, receives and authorizes timesheets, salary differential, mileage claims and temporary staff time sheets for absence relief, casual and overtime hours. Correctly interprets and supports the intent and spirit of all CBE Governance Policies and Administrative Regulations and Collective Agreements. Perform responsibilities in a professional manner, providing leadership which is consistent with the CBE purpose, vision, mission and values by acting in ways that are consistent with recognizing and respecting each other. Working to earn and sustain trust, communicating with each other in ways that promote mutual understanding, using collaborative approaches to problem solving and decision making. Manages change by developing and maintaining a mechanism for team involvement and acceptance of innovation, demonstrating and encouraging enthusiasm even in challenging situations. Positively influencing others, developing a shared vision for the provision of quality Facility Operations services in the support of student learning. Perform other related responsibilities as assigned to meet the purpose and accountabilities of the role


Qualifications


Education and Experience

Successful completion of CBE Facility Management Program and/or successful completion of a related diploma or Management Certificate with a focus on administration. Thorough knowledge of the Safety Codes Act as it pertains to heating plant operations as well as a thorough knowledge of the Employment Standards Code. Three to five years progressively more responsible experience in a unionized work environment, with demonstrated knowledge of applying collective agreements. An equivalent combination of directly related post-secondary education and directly related experience may be considered.

Demonstrated Skills and Competencies

Proven ability to plan and establish standards and procedures in a large unionized work force. Ability to foster and promote cooperative teamwork with high levels of service-orientated performance. Demonstrated competency with computer applications and the use of office technology. Strong organizational skills and problem solving abilities. Ability to maintain confidentiality and act with tact and diplomacy. Strong communication and interpersonal skills; the ability to create positive relationships, establish rapport and influence various interest groups. Conflict management, negotiation and mediation skills. Ability to work independently with minimal supervision. Aptitude to work effectively and efficiently in a team oriented work setting of high volume workloads combined with multiple and tight time lines and varying degrees of ambiguity (e.g., work in situations for which no set procedures may exist). Proven ability to continuously learn for the purpose of continuous improvement of operations. Ability to strategically manage the balance between overall goals and day to day operations.
