Reporting to the Director of Organizational Development, Culture and HR Planning, the Employee Wellness and Safety Manager provides HR excellence and demonstrating public service values, and leads the occupational wellness and safety program for the Civil Service; provides leadership and coordination of the disability management program; manages the processes for Long Term Disability (LTD), Workers Compensations Board (WCB) and overall return to work process; acts as a liaison with all stakeholders, including third party insurers, and functions as a catalyst for facilitating the reintegration of employees back into the workplace; leads the implementation of an organization-wide wellness strategy; and develops and implements occupational wellness and safety related policies.


Duties will include:



Providing supervision and direction to the staff of the employee wellness and safety section and managing the program budget. Providing management and leadership to the occupational wellness and safety program and providing advice and assistance to departmental wellness and safety programs, managers, employees and joint Occupational Health and Safety (OH&S) committees and recommending courses of action to senior management. Leading the development of effective, modern and timely employee wellness and safety training programs, policies and related initiatives. Coordinating the delivery of a workplace wellness strategy and programming for the civil service, including building awareness and understanding of psychological health and safety. Researching and monitoring occupational wellness and safety trends and developments. Completing the development, implementation, and evaluation of a disability management program for the civil service. Leading partnerships with insurers and third party service providers as well as with management, human resources colleagues, the Employee Assistance Program and other stakeholders to continually improve programming, policies and procedures to support best practices and meet legislative requirements. Leading the evaluation of workplace injury and illness incidents, identifying opportunities to prevent disabilities and absences, and developing approaches and strategies to minimize the impact of employee absence due to illness and injury. Influencing and supporting Directors and Managers in meeting the legal obligations regarding the duty to accommodate Providing accurate interpretation of leave and accommodation policies, procedures and collective agreement articles to management and staff. Overseeing the claim administration process and ensuring timely and accurate reporting of same. Managing the case management process and liaising with employees, HR managers, managers, insurance carriers, WCB, and health professionals to determine employee capabilities; establishing recovery and rehabilitation goals and objectives; and facilitating the development, implementation and monitoring of effective return to work or rehabilitation plans for employees on leave. Leading the development and implementation of an effective communications strategy for occupational wellness and safety services, policies, programs and other related initiatives. Maintaining and evaluating a hearing conservation program for employees. Monitoring workplace issues and legislation on PEI and other jurisdictions to determine policy requirements. Preparing Treasury Board and/or Executive Council submissions as required. Other duties as required.

Minimum Qualifications:



A Bachelor's degree in a related discipline is required; a Bachelor's degree in a health discipline is preferred. Certification and/or coursework and training in occupational wellness and safety and/or labour relations/human resources management would be an asset. Successful leadership and management experience in a unionized environment is required. Must have considerable experience in policy development and program/case management. Must have experience in occupational wellness and safety and budget management. Demonstrated equivalencies may be considered. Working knowledge of relevant acts and legislation (Occupational Health and Safety Act, Human Rights Act, Workers Compensation Act, etc.) and Collective Agreements is required. Must be able to use word processing, spreadsheets and presentations. Demonstrated skills and abilities in the areas of verbal/written communication, leadership, conflict resolution, research, training and delivering presentations are essential. Experience in return-to-work coordination would be an asset.
