The purpose of this position is to determine driver ability and competency in the safe operation of a motor vehicle and make recommendations to the Senior Safety Officer on whether Drivers have the skill and knowledge to operate a vehicle on the highway. This position is responsible for administering written/vision tests for those applying for different Classes of driver licenses; authenticating proper identification documents provided for services and data entry into appropriate Highway Safety databases and other related safety programs.


Duties will include but are not limited to:




Conduct knowledge tests/written exams for all classes of driver's licenses according to the Highway Traffic Act and Driver's Licenses Regulations; Required to determine if a vehicle presented for a road test is safe to operate on a highway and during a road test may have to make a decision to discontinue the test because of the driver's performance; Must have working knowledge of Highway Safety related Legislation in order to advise on situations pertaining to the Highway Traffic Act, Roads Act, Dangerous Goods Act and Off-Highway Vehicle Act as it relates to driver examinations and testing; Must have detailed working knowledge and capacity for sound decision-making when testing tractor trailer combinations, school buses, straight trucks, emergency vehicles, passenger vehicles and motorcycles/mopeds; Must demonstrate a high degree of diplomacy in dealing with all applicants regarding decisions, this includes driving schools, employees, clients and parents; Re-administer tests for mature drivers who have been referred by enforcement agencies, insurance companies or for medical reasons. Reports must be completed, and recommendations made to the Senior Safety Officer. These tests may be conducted at a Highway Safety location or from the driver's place of residence; Conduct annual assessment of Class 2 School Bus Drivers for the PEI School Board system. This involves pre-trip, air brakes, vision exams, and on-road examinations. Provide recommendations to the Senior Safety Officer as to the capacity, knowledge, skill set and employability of the driver applicants; Conduct mandatory visual screening of all driver applicants by use of a vision screener or an eye chart. Screen for visual acuity and field of vision and apply standards applicable to various classes of driver's licence; Assess applicant's difficulty with literacy and where necessary, facilitate an oral or translated test to ensure that the literacy problems are not a barrier to licensing. Make recommendation to the Senior Safety Officer regarding when to issue medical or vision referrals; Provide Driver Qualification Officer training for new employees for the Classified Driver License System. Assess and make recommendations to Highway Safety Managers on the suitability of staff examined; Required to determine the eligibility of applicants applying for a driver's license with specific consideration to the following: + Medical requirements; + Vision standards;
+ Prior licensing;
+ Assessment of Driving School documentation;
+ Assessment of Out-of-province documentation;
+ Assessment of Immigration documentation.
Other duties as required.

Minimum Qualifications:




Must have successful completion of Grade 12 or GED equivalent. Must have minimum 1 year working knowledge of conducting behind-the-wheel motor vehicle driver examinations. Knowledge of different classes of license and the requirements for the purpose of written and behind the wheel examinations. Must have, or obtain, certification in the Infant and Toddler Safety Association. Must have the ability to interpret Provincial Acts and Regulations. Knowledge of the Acts and Regulations that govern road safety and motor vehicle safety. Strong written and oral communication, interpersonal and organizational skills are required. Ability to make decisions and take immediate action in very stressful and sometimes precarious situations. Ability to work in variable working conditions (inclement weather). Must have medical suitability to hold all classes of driver license (Classes 1-9). Must have a valid Prince Edward Island Driver's License with a clean abstract and a minimum of 5 years driving experience and access to reliable transportation. Must have, or must obtain, training in First Aid / CPR and Records Information Management. This position is considered safety sensitive. Considerable experience working with computer programs (Microsoft 365, Outlook, Excel, etc.). Experience preparing and facilitating presentations to groups using PowerPoint. The successful incumbent must provide a satisfactory and current Criminal Records Check as well as a Vulnerable Sector Check prior to employment. The successful incumbent must provide a current hearing test prior to employment. A good previous work record and attendance is required. Proficient in languages in addition to English would be considered an asset.
