The Principal Advisor, Mental Health and Addictions is responsible for developing, coordinating and evaluating strategies that support the health and wellness of Islanders, as aligned with the Department's vision and mandate and the responsibilities of Health PEI for health service delivery. The Principal Advisor will sponsor the development of the associated legislative, regulatory and policy frameworks, and provide strategic council to the Minister, Deputy Minister and the Assistant Deputy Minister for Mental Health and Addictions.


The purpose of this position is to develop, implement, coordinate and evaluate strategies for the mental health and wellbeing of Islanders, which align with the Ministry's vision and mandate.


Duties will include but are not limited to:




Providing strategic advice and assistance to the Minister, Deputy Minister and Assistant Deputy Minister on complex policy, program delivery, and legislative issues related to mental health and addictions; Providing leadership and strategic focus to develop and design sustainable models for mental health and addictions care and service delivery; Facilitating and coordinating the review of selected programs/services; providing advice on program performance and evaluation findings, including recommendation for changes to program, services or legislation based on evidence, analysis and current standards; Providing leadership in the development of provincial strategies, policies, legislation, regulatory frameworks; Leading the development and implementation of the Centre for Mental Wellbeing and the Mental Health and Addictions Strategy; Providing provincial leadership to FPT and Atlantic committees related to mental health and addictions service issues; Leading concurrent project teams, ensuring effective consultation and partnerships are across government and with key external stakeholders; Managing transformative provincial planning and strategy development in the area of mental health and addictions, with a focus on improved health outcomes; Developing tools and control processes that measure transformation, maximize value and improve the quality of health care in PEI; Preparing Executive Council Memoranda and departmental submissions including option papers, decision papers and legislative proposals for approval and contributions to Ministerial Briefing Books; Other duties as required.

Minimum Qualifications:




Must have a master's degree in public policy or health related field. Extensive experience in a management or leadership position, preferably in the health sector. Demonstrated equivalences will be considered. Considerable experience and understanding of the broader public sector and government business and decision making practices. Experience communicating complex information that is sensitive to senior leaders/stakeholders and have a keen sense of political acuity. Experience with evidence-informed decision making as an approach to health care practice. A good work and attendance record. The successful candidate must provide a satisfactory Criminal Record Check prior to commencement of employment.
