The purpose of this position is to provide high quality strategic advice and assistance on the development and implementation of climate change adaptation initiatives of importance of the Province. This position provides high quality strategic advice to the Minister, Deputy Minister and senior management team through policy and program development, research, analysis and internal and external stakeholder outreach as part of the specialized team of staff within the Sustainability Division.


Duties will include but are not limited to:




Lead the development of implementation plans for the Climate Adaptation Plan, including the implementation and monitoring of performance measures, for multi-departmental climate change adaptation actions; Collaborate with other provincial departments and external stakeholders to ensure the implementation of strategies across all levels of government, with the intention of promoting low carbon resilience; Apply project management skills in leading climate change projects arising from the Climate Adaptation Plan, including resource allocation, financial reporting, RFP and contract administration and liaising with external consultants; Assist Senior Management and Deputy Minister with preparation for and presentation of implementation progress of the Climate Adaptation Plan to Cabinet; Audit implementation plans and programs for their effectiveness in reaching objectives and assess the quantitative and qualitative impacts of proposed developments and undertakings; Conduct research in a variety of subject areas and assess how climate change issues relate to the province's corporate interests and provide updates to the Minister, Deputy Minister, Senior Management Team, and the Climate Action Secretariat on the Province's progress; Work with government-wide subject matter experts to evaluate opportunities to improve climate resilience through provincial policy, programs and legislation; Lead the preparation of position papers with recommendations developed through high level policy research and analysis and provide strategic advice and recommendations to senior management across multiple departments; Prepare Work Plans, Legislative Proposals, Cabinet Committee submissions, briefing materials, and Executive Council and Treasury Board Memorandums for various legislative initiatives; Provide high quality and timely advice to all departments on the positions/interests of other governments on climate change issues and where appropriate communicate the Province's position to other governments; Represent the Department on, participate in, and in some cases lead, working groups or committees of local, regional, provincial, national and/or international senior officials tasked with developing cross-jurisdictional policy or coordinating projects; Lead multi-disciplinary project teams, including external partners, to coordinate the execution of climate change adaptation projects arising from local, national or international commitments and/or funding opportunities including managing resource allocation, RFP and contract administration, and liaising with external consultants; Lead the development of implementation plans for significant climate change policy initiatives, including the implementation and monitoring and evaluation of performance measurements; Lead the development and implementation of Provincial outreach initiatives related to climate impacts and adaptation; Resolve conflicts and challenges that may delay project execution and affect production of key deliverables; Supervise students and interns providing necessary direction, advice and guidance to support their work objectives; Other related duties.

Minimum Qualifications:




Must have a Master's degree in a related field; Environmental, Life Science, Population and Public Health, Public Policy and Public Administration; Planning. Extensive experience in public policy development, policy related research and analysis. Must have extensive experience leading teams of subject matter experts. Extensive experience with federal/provincial/territorial/Indigenous relations, strategic planning, policy development, communications, project management, change management, facilitation and team building. Demonstrated equivalencies will be considered. A broad range of knowledge in areas related to social, economic, fiscal, resource and development policy and government structure, organization and decision-making processes. Experience in the climate change field. Excellent interpersonal, verbal and written communication, organizational and conflict resolution skills. Advanced computer skills in a variety of software applications including Adobe Professional, Microsoft Office and web-based applications. A good previous work and attendance record. A valid driver's license.

Other Qualifications:




Bilingualism is considered an asset. Applied research and evaluation coursework would be considered assets. Coursework/training completed in public policy, public administration, evaluation, and/or project management considered assts. Additional relevant education and experience will be considered an asset.
