The purpose of this position is to provide leadership and support to the Department of Social Development and Seniors in strategic and operational planning, program design processes, policy development and program evaluation. The incumbent will work in collaboration with subject matter experts to support management reporting and organizational accountability processes for the Department
Duties will include but are not limited to:
Provide advice to the Deputy Minister and Senior Management based on best practices, evidence, analysis, and current standards;
Prepare briefing materials and speaking points for the Senior Management Team on policy and program matters;
Develop project plans, programs and tools, communication and education resources to create and implement work plans and communication of plan to internal and outside government agencies, etc.;
Advise, assist, and support Directors and their management teams within the department and with collaborating departments, in the development of programs and services, operational work plans and providing consultation and facilitation support;
Contribute to the implementation of a comprehensive policy framework for the Department, which outlines development, review, validation, approval; assisting teams in areas of research, analysis, and writing;
Provide support and/or project management to social policy initiatives undertaken by the Department and its Divisions;
Develop evaluation frameworks, evaluation plans, programs descriptions, program logic models, and implementing the appropriate evaluation approach and methodology to meet evaluation objectives; preparing or coordinating preparation of reports, including results of the evaluation and recommendations;
Other duties as required.
Minimum Qualifications:
Must have a university degree in the Social Sciences, Health, or Business Administration, preferably at the Masters level, supplemented with training in research methods, program evaluation, and program and strategic planning.
Must have extensive knowledge of social determinants of health, the social services system, considerable experience at the middle or senior management level, and extensive experience working with and facilitating teams.
Demonstrated equivalencies will be considered.
Must possess highly developed skills and knowledge in the following areas: strategic planning, program design and development, performance monitoring and reporting, policy development, project management, program evaluation, policy and program research, team building and group facilitation.
Proficiency in the use of computer software, such as Word, email, Presentations, Excel.
Strong interpersonal and collaborative skills as well as the ability to organize, plan and think strategically.
Excellent written and oral communication skills.
A good previous work and attendance record and an acceptable criminal record check and vulnerable sector check
Other Qualifications:
Bilingualism would be considered an asset.
Experience in public engagement, financial administration, and legislative development would be assets
