Reporting to the Assistant Deputy Minister, Department of Health and Wellness, the Director of Emergency Health Services is responsible for providing leadership, management, and direction to the province's integrated out-of-hospital emergency system. The Director ensures the availability of an effective, responsive, sustainable province-wide systems by developing, implementing, monitoring and evaluating regulations contracts, policies and standards in all matters-related to the management of a contracted performance-based emergency health system.


Duties will include but are not limited to:



Provide broad oversight and leadership to the Emergency Health Services division, including ground ambulance services, emergency air and medical evacuation services, tele-health (811), Canadian Blood Services programs, Organ, Tissue Donation & Transplantation, PEI AED Registry, EHS On-Line Medical Control and Emergency Medical Services Board; Closely monitor unit budget, analyzing expenditure trends, preparing quarterly forecasts, approving expenditures identifying and implementing operational efficiencies; Manage RFP processes including prepare and issue RFP for the delivery of ground and air ambulance services and other related contracts, receive submissions, lead evaluation and selection processes, negotiate contract and seek approval; Effectively manage service contracts including monitoring performance standards and adherence to contract requirements, ensuring vendor compliance with legislation and contract requirements, ensuring regular inspections of ambulances and equipment are completed, liaising with service partners to facilitate effective communication and workflows and assist with problem solving and achievement of standards; Negotiate and secure funding for service enhancements, seek approval for amendments to service contracts; Work collaboratively with the Provincial Emergency Medical Director to ensure appropriate medical oversight and joint planning; In consultation with service providers and provincial emergency medical director, develops a strategic plan for the delivery of mobile integrated health services; Develop business cases, and program and funding proposals regarding enhancements/modifications to the emergency medical service/system; Oversee policy development, implementation and monitoring; Liaise with other jurisdictions for the purpose of identifying opportunities for inter-provincial collaboration, and coordination of services between jurisdictions; Build internal relationships that are essential to making improvements in processes and practices; Performs duties outlined in the Department of Health All Hazard Emergency Management Plan as alternate DESO, and Other duties as required.

Minimum Qualifications:



A university degree at the Bachelor's level in a health related discipline, supplemented by course work in management and leadership, with a minimum of five years progressive related experience. Master's level degree in Health or Business Administration is considered an asset. Extensive management experience at a senior level including strategic planning, policy development, program evaluation, financial management, contract management, human resource management and risk management, preferably in the health sector. Extensive knowledge and understanding of the health care system, gained through extensive experience working within a healthcare environment. Considerable experience in the senior level management of health care programs and services including: program and policy development, program delivery, coordination and evaluation, contract management and oversight, and human resource planning and management. Considerable experience and understanding of system level change management theories and strategies within a complex health care environment. Knowledge and experience in the management of large-scale contracts and budgets is required. Considerable knowledge of principles, best practices, concepts and legislation pertaining to health care services (in and out of province), emergency health services (ground ambulance, air ambulance, trauma, blood, organ and tissue donation and transplantation), emergency management (prevention/mitigation, preparedness, response and recovery), patient flow and utilization management gained through related experience. Demonstrated equivalencies will be considered. Excellent organizational, communication, interpersonal, leadership, conflict resolution, facilitation and collaborative skills and the ability to plan and think strategically and innovatively. Due to the emergency nature of the role, a willingness to be on-call (including evenings, nights, weekends and holidays) is required. High regard for privacy and confidentiality. An acceptable criminal record check and vulnerable sector screen.

Demonstrable initiative, judgment, and dependability in meeting organizational targets, including well-developed organizational skills, critical thinking, priority setting, problem-solving techniques, evaluation and quality improvement activities.
